The International Rescue Committee is a global humanitarian aid, relief, and development nongovernmental organization.
Responsibilities:
- Responsible for supporting the Chief Of Party (COP) in the day-to-day management of the project, including financial accountability, staffing, work planning, and reporting
- Manage staff in a matrixed system with a focus on adaptive management
- Support the development of the monitoring, evaluation, and learning plan and ensure linkages between evidence generation, global dialogue, and country actions while supporting global leadership
- Oversee and review technical writing products and deliverables
- Support the COP to provide management and implementation oversight and technical direction for health activities.
- Oversee on-going quality assurance and quality improvement for technical activities
- Develop and maintain relationships with partners, and stakeholders at country and global levels
- Represent the COP, as necessary, to USAID, implementing partners, host country governments, project stakeholders, and counterparts in the public and private sectors
- Identify issues and risks related to project implementation in a timely manner and ensure appropriate program adjustments
- Perform other duties and responsibilities as required
Experience and Qualifications:
- Master’s degree or equivalent work experience in a relevant field
- Minimum of 6-8 years of substantial experience in RH/FP, policy development, governance, and/or health financing.
- Successful experience as DCOP or similar senior role for large donor-funded technical assistance teams for activities of similar magnitude and complexity in fragile contexts.
- Demonstrated ability to work collaboratively in a cross-cultural environment with other implementers and teams carrying out USAID- and other donor-funded programs, including activities in different sectors
- Adept in strategic planning, budgeting, adaptive management, and supervision
- Experience in leading similar projects in fragile and conflict-affected settings, involving management of multi-million-dollar budgets/portfolios and coordination with multiple programs and partner institutions.
- Experience in applying conflict-sensitive approaches within project design.
- Strong leadership, analytical and organizational skills.
- Demonstrated experience in effectively engaging partners and managing multi-partner collaboration in the field.
- Demonstrated ability to manage staff and decentralized branch/field offices;
- Fluent English oral and written communication skills.
