China Dasheng Bank Ltd is a fully-fledged commercial bank approved by the Central Bank of Tanzania. It is the first bank in Tanzania established jointly by Chinese state-owned and private companies. The Bank has one branch located on the ground floor, extelecoms house, Samora Avenue. Also, the Bank Head office is located on the mezzanine floor, extelecoms house, Samora Avenue.
- Head of ICT and Operations
Responsibilities:
ICT
- Heading the ICT and operations Department.
- Responsible to offer the first line of support for the Core Banking system and all other systems for the entire Bank. This includes monitoring and execution of the functions of all ICT business enablers of the Bank and supervising officers in the ICT unit.
- Collaborates with appropriate departments to assess and recommend technologies that support Bank’s organizational needs.
- Shares responsibility for the formulation and implementation of the Bank’s strategic plan by active participation as an Executive team member in strategy planning forums as the digital and IT subject matter expert.
- Develops and executes the digital and technology strategic and operating plan to support and enhance Bank’s strategic ambitions and business requirements, focusing resources so that cost-effectiveness and optimum customer service experiences are achieved. Foster innovation, prioritizing IT initiatives, and coordinating the evaluation, deployment, and management of current and future IT systems
- Establishes and sets short and long-range objectives for the digital strategy for the Bank and gain the buy-in of the various stakeholders and establishing criteria for monitoring progress and measuring success.
- Defines and executes a strategy for the core banking systems/platforms/networks that is cost-effective, reduces complexity and improves speed to market of new product delivery.
- Communicates Bank’s technology strategy to management, staff, partners, and stakeholders as and when appropriate.
- Oversees the management of customer service and support processes for technology-based services.
- Acts as an IT and digital pathfinder, interpret critical business drivers, conducts research, maintains an understanding of current banking/financial services industry trends, consults and participates in peer review in order to develop longterm plans and to provide a framework for decision-making in respect of Information Technology delivery.
- Ensure technology is accessible and equipped with current hardware and software.
- Advise and/ or negotiate with vendors and service contractors to ensure a high level of return consistent with services rendered.
- Preparation of an ICT strategy to support business growth in line with the bank’s strategic plan.
- Create and maintain documentation for supported ICT systems in accordance with ICT policy standards.
- Ensuring adherence with software licensing laws and Oversee all technology operations including networks, compute infrastructure, Databases, Banking applications and deploy & operate them according to established goals.
- Advise and establish IT policies and systems to support the implementation of strategies set by the Board.
- Translate business needs to determine technical requirements.
- Responsible for BCP
Operations
- Ensure that operations policies are reviewed regularly.
- Ensure that proper estimates regarding operations matters are submitted and incorporated into the budget.
- Analyzing and advising Management on all policy issues.
- Ensuring proper training of staff under his/her jurisdiction.
- Appraising staff under his jurisdiction.
- Undertaking research in potential areas for the location of the banking business.
- Ensure compliance with various policies and regulations.
- Coordinate customer service operations and find ways to ensure customer retention.
- Collaborating with other senior management to formulate strategy.
- Ensure operations run smoothly and employees are productive.
- Perform other duties as may be assigned by DCEO.
Qualifications;
- Holder of Bachelor Degree in Computer Science with at least 10 years working experience 3 of which must be at Senior Managerial level.
- Relationship Manager (Liabilities x2)
- To contribute to the development of the bank’s overall business plan by servicing and enhancing existing Business.
- Monitor and market Liability and Cash Management products to expand the Bank’s deposit customer base, targeting mainly corporate customers and focusing on funding cost-reducing liability products.
- Successful conversion of corporate clients in defined markets industries and target potential customers.
- To secure sales in line with the business plan.
- To manage account relationships with the existing portfolio of customers in order to maximize account profitability within the Bank’s Credit policy.
- To establish account relationships with new customers interested in (Borrowing and Non-Borrowing).
- To ensure high-risk situations are identified early and actions are taken for proper intensive handling and recovery.
- To meet with current and potential key bank customers in the interests of sustaining and furthering ongoing profitable relationships.
- Cross-sell bank products and services.
- Positive representation and projection of the Bank in the market.
- Perform other duties as may be assigned by DCEO
Qualifications;
Holder of Bachelor Degree in Business Administration, Economics, Commerce or equivalent from a recognized Institution with 5 years relevant working experience.
- Head of Business Development
Responsibilities:
- Research and identify new business opportunities including new markets, growth areas, trends, customers, partnerships, products and services – or new ways of reaching existing markets.
- Promote business growth i.e. loan portfolio and deposit.
- Meet with customers/clients face to face or over the phone.
- Understand the needs of customers and be able to respond effectively.
- Promote the bank brand and image through solving customer’s needs and demands on time.
- Contacting potential clients to establish rapport and arrange meetings.
- Planning and overseeing new marketing initiatives.
- Researching organizations and individuals to find new opportunities.
- Increasing the value of current customers while attracting new ones.
- Finding and developing new markets and improving sales.
- Attending conferences, meetings, and industry events.
- Developing quotes and proposals for clients.
- Developing goals for the business development team ensuring they are met.
- Perform other duties as may be assigned by DCEO.
Qualifications;

- Deputy Chief Executive Officer-Business
Responsibilities:
- Assist the CEO in the overall management of the Bank in line with the Banks strategic plan and ensure the vision, mission and values of the Bank are inculcated in all staff members of the Bank.
- Monitor bank performance against strategic plan, work with staff to stay on target and look ahead to long-term development of the bank operationally & strategically.
- Provide operational support and advice for the effective implementation of strategic plans and new business development activities.
- Initiate annual planning process and oversee/ coordinate its development ensuring it is in line with overall strategic goals and mission of the bank.
- Ensure the bank operates in line with good corporate governance practice.
- Ensure that policies/procedures approved by the board of directors are implemented.
- Ensure an efficient and adequate system of internal control systems/financial controls are in place and are adhered to.
- Provide timely compliance and other reports to BOT and other statutory bodies as required by Law/Regulations.
- In charge of preparing the Annual Budget and ensure that expenditure is controlled in line with the approved Budget.
- Management of overall business development of the bank in line with the bank strategic plan.
- Monitoring banks performance against the strategic plan, working with staff to stay on target and looking ahead to the long-term development of the bank operationally and strategically.
- Develop good relationships with external stakeholders including high-value clients and partner organizations.
- Elaborate business development plans, design and implement processes to support business growth through customer and market definition.
- Facilitate business growth by working together with clients, and business partners.
- Maintain or increase the bank’s market share.
- Build and maintain high-level contacts with current, prospective customers, other business and project partners.
- Develop marketing strategy; manage proposal terms/ client relationship managers.
- Introduce new products /services until stabilization and hand over to operations.
- Carry out any other duties as assigned by the CEO.
Qualifications;
- Holder of Master’s Degree in Business Administration, Economics, Commerce or equivalent from a recognized Institution with 10 years relevant working experience 5 of which must be at Senior Managerial level.
