The East African Community is an intergovernmental organization composed of six countries in the African Great Lakes region in eastern Africa: Burundi, Kenya, Rwanda, South Sudan, Tanzania, and Uganda. Paul Kagame, the president of Rwanda, is the EAC’s chairman.

  • Police Liaison Officer

Responsibilities:

  • Maintain and enhance liaison between Partner States’ Police Forces/Services and EAC Secretariat.
  • Promote the use of INTERPOL Tools and Services in the fight against cross-border and transnational crime.
  • Coordinate the implementation of EAPCCO resolutions in liaison with Interpol Regional Bureau Nairobi through the EAC Policy Organs.
  • Coordinate, monitor implementation of and follow-up on resolutions, decisions, directives, and recommendations of EAC Police Chiefs meetings.
  • Maintain records of activities of co-operation on crime and security matters among EAC Police Forces/Services as means to strengthen support for each other
  • Identify good policing practices within the Partner States and other RECs for consideration of adoption by EAC Police Services / Forces.
  • Coordinate implementation cooperation arrangements within the sub-sector.
  • Coordinate establishment of a regional crime database
  • Coordinate the establishment of an internet-based information sharing system.
  • Any other duties as may be assigned by the Police chiefs.
Qualification;
  • Hold a Bachelors’s degree from a recognized University. A Master’s degree will be an added advantage.
  • The candidate must be a serving Police Officer at the rank of Assistant Commissioner or equivalent and above
  • 15 years professional experience with 8 at senior level.
  • Experience with a Regional or International Organization in a similar capacity will be an added advantage.
  • Aged below 55 years.

  • Director Customs

Responibilities:

  • Initiate, coordinate and manage the development of EAC customs policies and strategies under the strategic leadership of the Director-General(Customs and Trade).
  • Lead and guide the development and monitor implementation of EAC Customs laws, procedure manuals and guidelines including providing technical interpretations of such instruments.
  • Provide direction and in the implementation and consolidation of the Single Customs Territory (SCT) in liaison with Customs administrations of Partner States including but not limited to strengthening interconnectivity of systems, sensitization and training and a full roll-out of SCT.
  • Coordinate the development and implementation of consolidated annual work/operations plans and ensure complimentarily of synergies and cooperation within the sectors under supervision;
  • Manage and guide the undertaking of research and studies in priority programme areas for the sectors under the directorate’s supervision.
  • Establish and maintain close working relationships with public and private sector agencies and government bodies of Partner States in the implementation of the Single Customs Territory.
  • Liaise with relevant bodies such as WCO, WTO, UNCTAD on matters pertaining to customs and trade in the region and ensure dissemination and implementation of international standards and practices.
  • Provide technical direction and input on customs matters in trade negotiations where EAC may be engaged.
  • Provide managerial support and technical advice related to the sectors and staff under the directorate’s supervision.
  • Coordinate the convening of technical meetings and present reports to the Policy organs for consideration including providing technical guidance during the meetings.
  • Manage the development of the budget for the Directorate and in liaison with Director Trade discuss the same with the Director General(Customs and Trade) for consolidation, rationalization and finalization prior to presentation to the next level.
  • Liaise with Staff under supervision of the directorate to develop specific, measurable, accurate, realistic and time bound (SMART) performance indicators, monitor and evaluate individual Staff performance by ensuring that the EAC performance evaluation/appraisal and feedback process is applied to all staff under the directorate’s supervision.
  • Coordinate implementation of Council decisions and consolidate progress and annual reports on the status of implementation of the Council decisions/directives assigned to the directorate.
  • Make periodic reports and accountability on the performance of the directorate to the Director General (Customs and Trade) and agree on the areas to be prioritized;
  • Ensure close working relationship with the Directorate of Trade to promote teamwork, enhance optimal utilization of resources, efficiency and build synergies.
  • Perform any other duties as may be assigned by the Secretary-General or Director General (Customs and Trade) from time to time.
Qualifications:
  • At least a Masters’s Degree in Economics, Customs, International Trade, Law, Commerce, Business Administration or a related field. Must have undertaken specialized training in Customs.
  • Minimum fifteen (15) years experience in customs work, 8 years of which should be at senior management level in the customs-related environment. International exposure in customs matters will be an advantage.

  • Driver 

Responsibilities:

  • Facilitate the Registrar by providing transport and other services as may be required.
  • Deliver mail as and when required.
  • Ensure appropriate maintenance of the vehicle in co-operation with the Court Administrator and other relevant staff.

Qualifications:

  • A good Ordinary/Advanced Level Certificate. 5 years of relevant experience.
  • Must possess a valid driver’s license issued by a recognized authority/department. Must be 18 years of age or older, with a clean driving record, ability to certify in defensive driver training, CPR, and first aid.

  • Personal Secretary

Responsibilities:

  • Manage the Office, provide secretarial services and ensure Security and safety of Office and Information.
  • Provide administrative support including travel.
  • Arrange for timely requisition of office supplies and stores.
  • Facilitate information sharing between various directorates and departments.
  • Prepare briefing materials for meetings and appointments and taking minutes and dictation.
  • Receive, attend to and direct customers/visitors appropriately.
  • Manage and update office diary, draft responses to correspondences and arrange for appointment and meetings.
  • Maintain good customer relations with employees customers and the general public.
  • Create and maintain appropriate record and filing sub-systems for the Office.
  • Handle incoming/outgoing calls and liaise with the Registry in respect to incoming and outgoing correspondences; and
  • Promote a positive corporate culture and image of the Community.

  • A Diploma in Secretarial Studies or equivalent level in Secretarial training plus eight.
  • (8) years relevant experience in a busy office environment.
  • Working experience in an International/Regional. The organization will be an added advantage.
