Responsibilities:

Programme Strategic Engagement and Programme Cycle:

Lead strategic dialogue with the Government of Tanzania and other development agencies on the development of a Disaster Risk Financing Strategy for the country. This includes leading strategic engagement of WFP with the Disaster Management Department (DMD) of the Prime Minister’s Office (PMO), the Ministry of Finance, Tanzania Meteorological Agency (TMA), the Ministry of Agriculture, the Tanzania Social Action Fund (TASAF) and other line ministries contributing to disaster risk management and reduction.
Lead programme cycle management (planning, implementation, monitoring and evaluation) of the full portfolio of disaster risk financing tools and related system components (covering anticipatory action and forecast based financing, sovereign insurance, multi-hazard integrated early warning for droughts and floods in coordination with senior government counterparts from DMD/POMO, Ministry of Finance, TMA, MoA, TASAF and other key stakeholders at national to sub-national level.
Lead policy setting, capacity strengthening, strategic and operational planning and advocacy of the full portfolio of disaster risk financing in coordination with senior government officials from DMD/PMO, Ministry of Finance, TMA, MoA, TASAF and other key stakeholders at national and sub-national level.

Facilitate the integration of Anticipatory Action and Forecast-based Financing (FbF) across DRR and DRM portfolios within WFP as well as within the Government’s DRR/DRM structures under the umbrella of the Tanzania Anticipatory Action roadmap, leading advocacy efforts on the integration of Anticipatory Action system components in relevant DRM frameworks and plans at national and sub-national level (e.g. national and district contingency plans, district emergency preparedness and response plans).With respect to Anticipatory Action, lead the co-design of forecast-based triggers for droughts and floods with TMA and other relevant Government counterparts, as well as the bottom-up co-design and selection of mitigatory Anticipatory Actions from community-level up to national-level validation.
Support PMO-DMD in consolidating Anticipatory Action system components in standard operating procedures and plans in alignment of or fully integrated in government DRM plans at national and district level.
Support TMA and relevant government partners in collaborative co-design of climate services and user-friendly EWs with at-risk communities, accommodating end user needs (e.g. gender- and inclusion-sensitive EW messaging, integration of indigenous knowledge systems).
Support PMO-DMD in their coordinating and convening role in the multi-sectoral Anticipatory Action system design process, building on existing DRM coordination platforms at national to sub-national levels (e.g. National to Council DRM Technical Committees).
Build the capacity of national staff towards establishing a team to manage DRM/DRF activities.
Ensure compliance with regional (RB) and headquarters (HQ) guidelines, liaising closely with RB and HQ counterparts.

Partnerships:

Represent WFP at partnership fora with donor representatives and other stakeholders within the DRM sector (UN Emergency Coordination Group, UNSDCF Outcome 3 Planet, etc).
Lead liaisons with Government Agencies involved in Anticipatory Action and Forecast Based financing for Disaster Risk Reduction (i.e, DMD/PMO, MoA, Ministry of Finance, TASAF); UN Agencies working on DRR (particularly UNDP, UNICEF, IOM and UNEP); and international financial institutions
Maintain and strengthen key strategic partnerships with Government, UN Agencies and IFIs in relations to Anticipatory Action and Forecast-based financing
Staff Management and training:

Facilitate the recruitment and development of technical staff to support Anticipatory Action and forecast based financing activities under SO1/Activity 2 and manage their performance.
Provide capacity strengthening and support to CO and Field office staff for the direct implementation of Anticipatory Actions and interventions included in the Anticipatory Action Plan in coordination with affected districts

Project Management, Budget and Fundraising:

Manage the Activity budget, monitoring expenditures against outputs as the programme progresses.
Act as Programme Coordinator for the NORAD funded project on Anticipatory Action and prepare timely reports to Donors and for WFP Corporate reporting requirements (including Annual Country Reports and others)
Engage in resource mobilization efforts for project development and government capacity strengthening on multi-hazard anticipatory actions and macro insurance (e.g. scanning for opportunities, preparing proposals, raising funds, etc.), with both development and humanitarian donors.

Education:
Advanced University degree in Disaster Risk Reduction/Management, Climate adaptation, Economics, Political Sciences, International Law, International Development or meteorology, hydrology, environmental science studies.
Languages:
Fluency (level C) in English required.

Experience:
At least 6 years of progressive postgraduate professional experience in programme/project development, capacity strengthening, representation in a humanitarian or development environment.
Experience with anticipatory actions, forecast-based financing, sovereign, macro or micro insurance, including being familiar with vulnerability and risk mapping, climate and weather forecasting and monitoring indicators and triggers.
