The Council is a Governmental institution operating under the Ministry of Information, Culture, Arts, and Sports which supervises Kiswahili promotion activities within Tanzania and coordinates its development outside the country. The Council was established under Parliament Act No. 27 of 1967 and the amendment in 1983.

Responsibilities:
- Managing the research component.
- Dealing with Kiswahili language issues for foreigners.
- Provide guidance to writers and publishers of books on Good Writing.
- Coordinate workshops, seminars, and meetings of the language and literature committee.
- Supervising the work of mentoring high school and college students when they write professionally.
- To perform such other duties as may be assigned to him by his supervisor.
Qualifications and Experience:
- Undergraduate and Postgraduate Degree in Literature, Language or Kiswahili Linguistics from a Government recognized college of higher education.
- At least eight years of work experience.
- Have written any article or book on Kiswahili literature or linguistics such as a dissertation.
