RESPONSIBILITIES:
Develops, coordinates, and manages stakeholder engagement to ensure quality implementation and expansion of CWS’ development and humanitarian assistance programs in Tanzania.
In coordination with Business Development team, responsible for grant writing, proposal development and organizing fundraising opportunities.
The program manager will enhance coordination with key donors and other relevant agencies and partners within the program sector in coordination with the Country Representative the Program Manager will lead in the area of resource mobilization.
In coordination with the Country Representative, the program Manager will represent CWS with government, intergovernmental, civil society and faith-based partners, stakeholders and forums and cultivates new relationships relevant to CWS programs and strategies.
Leads, guides, and supervises the project Managers on planning, implementation, monitoring and evaluation of the projects to ensure the effective and efficient execution of project deliverables.
Identifies challenges to achieving program targets and, in conjunction with Country Representative and other operational partners, identifies and implements timely responses.
Ensures staff reports are professional when representing CWS to beneficiaries, partners, funders, colleagues, and the community.
Leads regular meetings with project teams to discuss progress, and to identify and manage risks.
Oversees the daily workflow related to projects and their development follow through to ensure projects are implemented, the changes are communicated, and project closure is done with a report sent to the stakeholders upon project closure.
Measures project performance using appropriate tools and techniques specifically to analyze the successful completion of short and long-term goals.
Meets budgetary objectives and makes adjustments to project constraints based on financial analysis.
Performs risk analysis to minimize project risks.
Creates and maintains comprehensive project documentation
Ensures smooth cross-departmental collaboration using project management tools that are effective and enhance efficiency
Provide the leadership and support to the program staff while managing collaboration with other programs and departments of CWS.
Provide monthly updates to Country Representative to ensure program coordination.
Submit Monthly, quarterly, and annual reports as required.
In Coordination with Country Representative, provide implementation guidance and input for Country and Regional Strategy Plans and updates.
In coordination with monitoring and evaluation personnel, design and use monitoring and evaluation tools; conduct field monitoring and data collection visits; analyze data collected; and identify project results and lessons learned.
In coordination with Country Representative, conduct staff training and mentorship sessions.
In coordination with Country Representative, provide oversight for grants compliance in relation to donor’s regulations.
Other duties as assigned by the Tanzania Country Representative and by the RDP director.
Qualifications
Eight (8) years of relevant paid work experience is required; with five (5) years preferably in an international organization.
Two (2) years direct supervisory experience is required.
Prior experience working in a NGO, CBO, UNHCR or community services office is required.
Excellent results-driven project management skills.
Resilient self-starter who takes ownership of projects while working collaboratively in a team environment.
Experience working across diverse geographies and cultures (advantageous)
Prior experience as grants officer/ proposal developer
Prior experience with fundraising.
Strong organizational and communication skills.
Special Requirements
COVID Vaccination is required for all successful candidates.
The candidate should be of good health, willing and able to travel extensively in often difficult conditions and have a high degree of flexibility. Must have proof of Yellow Fever vaccination before traveling for RSC Africa.
This position is based in Dar es Salaam Tanzania.
This position requires use of laptops at all times, competence in Microsoft office packages is required.
This position may require travel on short notice and under sometimes difficult conditions to meet demands of a dynamic operational program.
Background check, which includes references, and an educational criminal check is required before the start of employment for international applicants.
A valid passport and the ability to maintain a valid passport throughout the entire appointment is required, which includes having enough passport pages for travel.
Physical: This position requires bending, squatting, crawling, climbing, kneeling, sitting, standing, walking, pushing/pulling, handling objects (manual dexterity), reaching above shoulder level, using fine finger movements and lifting/carrying heavy loads.
Environmental: Incumbents in this position will be exposed to excessive noise, marked changes in temperature and/or humidity, dust and infectious diseases, harsh weather climates, long work hours, bumpy roads, extended travel, excessive sun exposure, and non-ventilated spaces.
