The Policyholders Compensation Fund (PCF) is a State Corporation under the Ministry for Finance that was established through Legal Notice No.105 of 2004 and commenced its operations in January 2005. The Fund was established for the primary purpose of providing compensation to policyholders of an insurer that has been declared insolvent and for the secondary purpose of increasing the general public’s confidence in the insurance sector. The decision to establish the Fund was informed by the collapse of several Insurance companies prior to the year 2005.

Responsible to the Chief Manager, Corporate Services, an officer at this grade will be expected to provide strategic direction and policy advice on all matters relating to the Human Resource Management and Administration.
Duties And Responsibilities
Specific duties and responsibilities entail;
- Formulating and implementing human resource policies, strategies and procedures;
- Overseeing development of work plans, procurement plan and budget for the Division;
- Coordinating the management of office accommodation and maintenance;
- Managing fleet and transport;
- Facilitating the provision of security services within the Fund premises;
- Ensuring health and safety for the staff in accordance with the provisions of relevant legislation;
- Ensuring that Fund’s assets are insured as appropriate;
- Overseeing the preparation of administrative reports on repairs and maintenance;
- Coordinate development and updating inventory on office equipment and furniture;
- Initiating formulation and implementation of administrative policies, strategies and procedures;
- Initiating development of work plans, procurement plans and budget for the department;

- Developing and reviewing Human Resource processes, structures and systems;
- Preparing work plans, procurement plan and budget for the Human Resource management department;
- Preparation and implementation of the Department’s performance contracts;
- Scheduling work in the department to ensure smooth flow;Advising management on human resource matters including legislative and policy issues;
- Ensuring optimal utilization of human resources within the Fund and advising on proper deployment;
- Overseeing Human Resource activities in such areas as recruitment, appointment, placement, human resource planning, discipline, pensions and promotion; training, performance management, remuneration among others;
- Developing staff performance improvement strategies that are adaptive to the changing environment and technology;
- Ensuring provision of administrative support in areas such as maintenance of personnel records, payroll administration, leave administration, processing of staff benefits, medical policy, insurance and management of retirement benefits scheme;
- Ensuring compliance with all the statutory and regulatory requirements relating to Human Resource management;
- Preparing and presenting Board papers;
- Secretary to the Human Resource Advisory Committee;
- Coordinating the development of departmental strategic plan;
- Providing advice to the Board and implementation of audit recommendations;
- Ensuring tracking of human resource management costs and expenditure items; and
- Assessing performance, mentoring and coaching of staff under the Officer’s purview.
Requirements For Appointment
For appointment to this grade, an officer must have;
- Bachelor’s degree in Human Resource Management or a Bachelor’s degree in a business related field/ social sciences from a recognized and accredited institution;
- Certified Human Resource Professional CHRP (K) certificate;
- Master’s degree in Business Administration or its equivalent from a recognized and accredited institution;
- Membership with the Institute of Human Resource Management (IHRM) and with a valid practicing certificate;
- Strategic Leadership and Development Programme (SLDP) or its equivalent will be an added advantage;
- Proficiency in computer applications;
- Shown merit and ability as reflected in work performance and results; and
- At least eight (8) years’ relevant experience, three (3) of which should have been at a management position.

Responsible to the Chief Manager, Technical Services and will be responsible for managing, planning, administering and reviewing of Planning, Research & Insurance Risk Monitoring activities.
Duties And Responsibilities
Specific duties and responsibilities at this level will be to:
- Developing and Implementing Policies, Guidelines, Regulations and Frameworks for Insurance Risk Monitoring;
- Implementing risk assessment activities including analysis, measurement and reporting of insurers risks;
- Coordinating special on-site examination and off-site surveillance of the insurers;
- Assessment, collection, reconciliation and reporting of contribution levy by insurers;
- Ensuring formulation of investment plans, objectives and consistently monitoring the growth of the Fund based on PCF mandate;
- Monitoring the respective insurance risk profiles and recommending appropriate mitigating measures;
- Steering the development of the Fund’s Strategic Plan and monitoring its implementation;
- Spearheading the preparation, implementation and monitoring & evaluation of the Fund’s Annual Performance Contract;
- Developing and reviewing policies, procedures and guidelines to inform research, planning and quality assurance in the Fund;
- Foster local and international alliances that promote strategic linkages and partnerships, exchange of information and experimentation of innovative ideas;
- Carrying out Surveys, Studies and Research on matters relating to the Fund’s mandate, activities and decisions;
- Preparing and implementing the Fund’s quality management system through quality assurance programmes;
- Overseeing the development of the Fund’s annual work plans and resource needs and prioritize its activities;
- Coordinating the Enterprise risk and business continuity management in the Fund;
- Oerseeing the implementation of business process re-engineering initiatives;
- Spearhead advocacy initiatives in line with the fund’s mandate;
- Harnessing and disseminating knowledge and information on current and emerging issues in research innovation and strategy through publications, workshops, seminars, conferences and presentations at local and international fora;

- Conducting financial sector research and policy analysis, and preparation of position papers and reports in liaison with other financial sector players;

- Preparing and keeping an up to date inventory register;
- Ensuring inspection and acceptance of goods procured using low value procurement method;
- Controlling stock and inventory;
- Coordinating and controlling order cycle;
- Carrying out continuous stock checking;
- Taking goods on charge upon receipt;
- Updating stock control cards; and
- Issuing goods to user departments.

6. Compensation & Resolution Officer II
Job Summary
- Bachelor’s degree in Commerce, Finance, Insurance, Economics, Business Administration or its equivalent from a recognized and accredited institution; and
- Proficiency in computer applications.
Responsibilities
- Receiving and reviewing claim documents for purposes of compensation to claimants of insurers under management and dividends to creditors of liquidated insurers;
- Maintaining an up-to-date inventory of assets of distressed insurers;
- Maintaining investment schedules and reports on surplus funds for insurers’ in statutory management and liquidation as per approved investment policy;
- Assisting in analyzing and recommending compensation, statutory management and liquidation cases for consideration by management; and
- Preparing statutory returns for the distressed insurers for filing with the Registrar of Companies
