Job Description

Turkana County Government is one of the 47 county governments formed by the County Government’s Act in 2012 as prescribed in the Act and in the 2010 Constitution of Kenya. With its capital in Lodwar, the County Government of Turkana is a government for the people of Turkana and whose interests and aspirations are those for the people of Turkana.

At 77,000 sq. km, Turkana County is the second largest county, covering more than 13% of Kenya’s surface. This vast land in the northwest of Kenya is an awakening economic giant, for beneath its surface lie huge oil deposits that are currently being explored and will see extraction in an industrial scale during the years to come – a windfall for a county with a population of slightly over 1 million.

Position scope

Reporting to Chief Serjeant At-Arms, the successful candidate will be responsible for performing chamber and ceremonial duties, access control management and maintaining decorum in the County Assembly precincts.

Responsibilities:

  1. Maintaining custody of the mace.
  2. Ensure security for all persons and property within the precincts of the County Assembly.
  3. Advise the Speaker and the Clerk on security matters.
  4. Perform chamber and ceremonial duties.
  5. Enforce and Implement Speaker’s rules and directives.
  6. Allocate office accommodation to members, staff and conference rooms to committees.
  7. Ensure fire prevention and safety of the Facilities.
  8. Access control management.
  9. Ensure Compliance with occupational health standards.
  10. Maintain decorum within the precincts of the Assembly.
  11. Investigate occurrence of incidents.
  12. Coordinate Assembly policing.
  13. Disseminate relevant information to members through notice boards.
  14. Carries out periodic security surveys.

For appointment to this grade, an officer must have:

  1. Overall Experience in disciplined services for not less than five (5) years.
  2. Possess an exemplarily service certificate.
  3. Have a certificate in firefighting and first aid.
  4. Diploma in relevant discipline from recognized institution is added advantage.
