ADMINISTRATIVE UNITS The county is composed of six Constituencies, 15 administrative divisions namely: Ainamoi,Belgut, Kabianga, Bureti, Roret, Cheborge, Sigowet and Soin. Other Admibnistrative Divisions are: Kunyak, Chilchila, Kamasian, Kipkelion, Londiani, Sorget and Chepseon. These are further su-devided into 85 locations that are further sub-divided into 209 sub-locations. It covers an area of2,479 sq. km.
1. ICT Director
JOB GROUP – R 1
Duties and Responsibilities:
An officer at this level will assist in the development and management of Information Technology policies and programmes within the Public Service; drawing up IT plans for implementation; coordinating of all Information Technology programmes in the public service; overseeing the preparation and utilization of the department’s budget; and coordinating staff matters.
Qualifications
For appointment to this grade, an officer must have:
- served in the grade of deputy Director of Information Communication Technology or in an equivalent and relevant position in the Public Service for a minimum period of three (3) years;
- Master’s degree in Computer Science or any other ICT related discipline from a recognized Institution;
- attended a Strategic Leadership Development Programme lasting not less than four (4) weeks from a recognized Institution; and
- Demonstrated professional ability, initiative and competence in organizing and directing works.
Terms of Service: Permanent and Pensionable.
Remuneration: As per Salaries and Remuneration Commission guidelines.
2. Principal Public Communications Officer
JOB GROUP ‘N’ (2 POSTS)
Duties and Responsibilities;
Duties and responsibilities at this level will include:
- Gathering information on programmes, significant events in a specific sectoral area and the impact on customers, and forwarding the same to the head of Public Communications Unit for dissemination;
- Assisting in the development of communications and media strategy;
- Editing stories on various topical issues before they are released to the public and liaising with media practitioners and the public on issues of mutual concern.
- Scheduling interviews with Government officials and other stakeholders;
- Managing assigned projects/programmes, and organizing events under the guidance of the Head of the Public Communications Unit.
Qualifications
For appointment to this grade, an officer must have:
- Bachelor’s degree in any of the following disciplines: Mass Communication, Public Relations, Communications Studies, Journalism or any other approved equivalent qualifications from a recognized institution;
- Have served in the grade of Senior Public Communications Officer or in a comparable and relevant position in the Public Service for a minimum period of three (3) years;
- Have a clear understanding of the working of the media and the socio-political environment in Kenya;
- Possess good oral and written communication skills in both English and Kiswahili;
- Possess advanced computer application skills;
- Attended a management course lasting not less than four (4) weeks; and
- Have demonstrated professional and managerial competence as reflected in work performance and results.

3. Network Administrator
JOB GROUP ‘K’
Duties and Responsibilities:
Duties and responsibilities at this level will include:
- Installation and maintenance of computer systems;
- Configuration of Local Area Network and Wide Area Network;
- Developing and updating application systems; and carrying out systems Analysis,
- Preparation of Network Specifications in liaison with users;
- Carrying out repair and maintenance of Computer Networks;
- Drawing up hardware specifications for Networking;
- Verification, validation and certification of Information Communication Technology Equipment;
- Overseeing the process of configuration of new Information Communication Technology;
Qualifications
For appointment to this grade, a candidate must have a Bachelor’s Degree in any of the following fields:
- Computer Science/ Information Communication Technology or in Electronics/Electrical Engineering from a recognized institution.
- At least 3 years’ experience in network administration.
- CCNA I-IV is an added advantage.

4. Web Administrator
JOB GROUP ‘K’
Duties and Responsibilities
Duties and responsibilities at this level will include:
- Maintenance of County Website;
- Ensuring all the Portals in the website is functional;
- Co-ordinate the uploading of website content;
- Ensure the security of the website is upheld;
- Ensure easy navigation of the website;
- Ensure all media in the website are functional.
Qualifications
For appointment to this grade;
- A candidate must have a degree in any of the following fields: Computer Science/Information Communication Technology Electrical/Electronic engineering or its equivalent qualification from a recognized institution;
- Demonstrate excellence in web Programming and applications;
- At least 3 years in web Programming and Applications and to have developed at least 5 running websites.

5. Graphic Designer
JOB GROUP ‘J’
Duties and Responsibilities
Duties and responsibilities at this level will include:
- Originating and ideating design for visual assets and illustrations according to various written briefs;
- Design creative graphics for social media, posters, fliers, website and other publicity and marketing materials;
- Prepare visual presentations by designing art and copy layouts;
- Support and lead the design process of reports, presentations and publications for printing, electronic dissemination and live delivery;
Qualifications
For direct appointment to this grade, a candidate must possess:
- Bachelor’s degree in any of the following disciplines: Mass Communication, Communication Studies, Journalism, or any other approved equivalent qualifications from a recognized University/Institution;
- Knowledge and proficiency in graphic design software.
- Possess good oral and written communication skills in both English and Kiswahili; and
- Be proficient in computer applications.
